Agenda for 6 December 2004 Sully District Land Use and Transportation Committee Meeting

  1. The Sully District Land Use and Transportation Committee will meet at 7:30 p.m. in the Sully District Governmental Center meeting room 1, 4900 Stonecroft Boulevard, Chantilly, VA., 20151

  3. Old Business (7:30):

    1. Review of Sully Area Plan Review task Force actions. Supervisor Frey is hosting a page with the preliminary staff reports for the Task Force to review.
    2. The Sully Transportation Advisory Commissioner, Jeff Parnes, is soliciting recommendations for Spot Improvements for 2005. Recommendations for spot improvements should
      • Provide immediate traffic relief
      • Cost less than $300,000
      • Not have funding currently identified

        The following items were received:

      • From a Chantilly Highlands Resident:

        • Northbound Stringfellow Road at route 50: Extend length of turning lanes.
        • Westbound route 50 between route 28 and Avion Parkway: Add a few yards of pavement to shoulder to extend turning lane so that drivers turning right onto Avion Parkway do not have to merge where lane ends immediately before accessing right-turn lane. This would greatly reduce bottleneck backups where the lane ends.
        • Southbound 7100 at West Ox Road: Extend right-turn lane.
        • Eastbound West Ox Road at 7100: Extend left-turn lane or change the through-lane to a through-and-left-turn lane.
        • Southbound Lees Corner Road at Thompson Road: Improve the sharp right turn with some extra asphalt.
        • Westbound route 50 at Galesbury Lane (Chantilly Plaza): Replace the left-turn signal with a yield-on-green option signal.

      • From Franklin Farm

        • Install left turn lane northbound on Centreville Rd. at Wall Rd.

          This intersection creates extreme problems for traffic flow on Centreville Rd. during evening rush hour times and at various times during the weekend. The fields at EDS are heavily used by citizens who mostly approach from the south on Centreville Rd. As they wait for a friendly opening in southbound traffic, they create backups that frequently extend south of Franklin Middle School on Centreville Rd.

        • Although passage of the pending transportation bonds (this is being written on 11/2/04) would appear to make this request moot, it should still be considered for acceleration, considering the time line for completion of the planned widening of Centreville Rd. We shouldn’t allow the traffic tie-ups to continue into the summer of 05 and possibly 06 because of the construction schedule.

        • Re-grade West Ox Rd. at Dower House Rd.

          In the current configuration, traffic traveling north on West Ox Rd. crests a hill at or just before the intersection of Dower House Rd. This provides an extremely dangerous condition if vehicles are waiting to turn into Dower House from northbound West Ox. It is believed some regrading would improve conditions considerably. Additionally, improved signage can be installed to warn drivers of the somewhat dangerous conditions.

        • Pothole repair and resurfacing streets in Franklin Farm

          Several streets within Franklin Farm are in serious need of repair/resurfacing. Contact the Foundation Office for details. 703-620-6230

        • Install Traffic Light at Lees Corner Rd. and Centreville Rd.

          Although this intersection is scheduled for improvement either as part of the Centreville Rd. widening program, or within development plans of adjacent property (Dulles Discovery), it has become a critical safety issue. Many vehicles are forced to take dangerous risks in order to travel from north-west bound Lees Corner Rd. onto Centreville Rd. This problem in creating additional unwanted cut-through traffic over residential streets in Franklin Farm, creating needless safety concerns for our residents, especially our children.

      Please have your communities make their recommendations prior to the end of 2004. Jeff will present the recommendations he receives to the SDC in 2005 for prioritization before making his recommendations to Supervisor Frey.
