Sully District Council Meeting of 24 March 2003

  1. Mario Schiavo, Budget Coordinator, Fairfax County Public Schools was the guest speaker at the March meeting of the Sully District Council.
    • His presentation concerned Fairfax County Public Schools' FY 2005 Budget. It is available for download in PowerPoint or PDF formats.

      He was asked about state aid and sales tax amounts for FCPS and provided the following supplemental data:

  2. Land Use and Transportation Committee Issues
    1. At the March Land Use and Transportation Committee meeting the International Town and Country Club presented their plans for a seven-year upgrade to their facilities. The club is located on Rt. 50 just east of Stringfellow. The upgrade plans include relocating the bath house and pool, relocating the tennis complex, additions/changes to the existing clubhouse, and more. There were no adverse comments from the committee.
    2. At the same meeting the committee expected to hear from Keith Martin on a PCA/FDPA case to add a quick service food store to existing service bays at the Exxon on Route 50 at Fair Oaks. It had been previously considered in January, and was going to PC on 24 March 2004 with the retention of service faculties. Reconsideration by Exxon as to whether they really wanted to retain the a full-service bay had caused Planning Commissioner Ron Koch to indefinitely postpone its consideration.
    3. VDOT and the US Park Service held a Manassas National Battlefield Park Bypass Study workshop, Tuesday, 16 March 2004, at Stonewall Jackson Sr. High School in Manassas.
      • This was the fourth workshop since the inception of the study. Its purpose was to present a preliminary summary of impacts for each of the alternatives currently under study prior to the publication of the Draft Environmental Impact Statement and solicit input on the alternatives.
      • Multiple members of the SDC attended the presentation where a new southern alignment, "G" was presented. Alignment G parallels I66 and either negatively impacts residents in Fairfax South of Rt 29 or, in order to avoid the negative impacts, cuts across a historically significant portion of the battlefield where a cavalry engagement was fought. In addition, alignment G is the only one presented for which future expansion is limited.
      • At the presentation the Park Superintendent was questioned regarding the Fairfax County portion of alignments C and D which cut through a portion of the Park rather than going outside the park and through local neighborhoods. The Superintendent indicated that when the law was passed by Congress, Representative Wolf ensured that the language read that the Bypass should go through or near the part. That wording was included to try to minimize the adverse impacts of the Bypass to Park Neighborhoods. In addition, the land transversed by Alignments C and D was used by Union forces for troop movements, but no battles were fought there. The Superintendent would gladly allow alignments C and D if that meant that Rt 29 traffic would be removed from cutting through the center of the Park.
      • A motion was made at tonight's meeting to reconfirm the position the council had previously stated, that Council preferred Alignments C or D over A, B or G. There was discussion as to whether the no-build alternative should be suported. After the ballot, the preferential selection of Alignments C and D were reconfirmed.
      • These thoughts on the study will be mailed to Mr. Jack Van Dop of FHWA at 21400 Ridgetop Circle, Sterling, VA 20166 prior to 30 March 2004.

  3. The next membership meeting will be 28 April 2004. The Land Use and Transportation Committee will meet 5 April 2004.
