   • Location: Greenbriar Community Center on Stringfellow Road
     The new four-lane Configuration of the widened Stringfellow Road with a 16 ft median requires changes to the existing methods of entering and exiting the ball fields and the Center. Today there are three entrances to parking lots. The middle lot entrance to the 60-foot baseball diamond will be eliminated and the the present entrance to the Center will become right-in and right out only. The northern most entrance (the old sewage treatment plant entrance) will have a traffic light to allow southbound traffic to make a left turn in. In order to connect all three parking lots, VDOT will build a Parallel access road. The GCA convinced VDOT to add some new parking spaces on the way to the present 14-space lot and add a circle at the entrance to the GCC. The Park Authority has prepared a site plan and the Board of Supervisors approved "Concurrent Processing and Expediting" in Nov. VDOT and its contractors are doing all of the design and construction work. Fairfax office of Comprehensive Planning indicated that the Pre-school had to apply for its own Special Exception.

     The PC date for the SE is 24 February and the BZA date for the SPA is 2 March. The combined staff report is online, with Staff recommending approval on both.

• Fairfax County / Franconia - Springfield Parkway Crash Data Meeting with Supervisor Herrity at 6:30 p.m. on Wednesday, February 23
  • Supervisor Herrity is co-hosting a community meeting with VDOT regarding its recently-completed study on the Parkway regarding median crossover crashes. At the meeting, VDOT representatives will provide an overview of their recommended safety improvements for the road (some improvements mentioned were wider shoulders and median barriers in some areas to re-grading in others). One of the reasons this was undertaken was in response to citizen concerns after the double fatality that occurred on the Parkway near the Rolling Road exit in October, 2009 although the study was for the entire roadway.
  • It is going to be held at the Kings Park Library at 6:30 p.m. on Wednesday, February 23.

• Opening of Stringfellow and Monument Ramps to I-66 at 10:00AM on February 28, will bring relief to the Fair Lakes/Fairfax Corner area.

• Fairfax Federation Solicits Nominations for Fairfax County Citizen of the Year by 28 Feb 2011
  • The Fairfax County Federation of Citizens Associations is soliciting nominations for its 2010 Fairfax County Citizen of the Year. Each year, a selection committee of county-wide organizations meets to review nominations for the Federation's "Citizen of the Year" and merit awards. The winners are honored at our annual banquet, scheduled in the spring.
  • Both the Citizen of the Year Award and the Citation(s) of Merit recognize and honor those citizens whose voluntary contributions of time and talent resulted in major accomplishments that have enhanced the quality of life for citizens of Fairfax County.
  • Eligibility:
    • Nominees must be current residents of Fairfax County.
    • Elected officials and full-time county or commonwealth employees are ineligible for consideration if their contributions are related to their full-time positions.
    • The Citizen of the Year is recognized for voluntary acts that are not related to employment.
  • Criteria:
    • Contributions and accomplishments must have countywide rather than local significance.
    • The nominee's achievements can be either:
      • General, such as multi-year community service with one or more organizations or activities with cumulative impact over the years of current importance or with positive implications for the future, or
      • Specific, including intense efforts as the major promoter of a single program or project completed in a finite period of time.
  • Persons whose contributions of time and talent resulted in major accomplishments that have enhanced the quality of life for citizens of Fairfax County, who do not meet the published eligibility standards for the Citizen of the Year consideration, may still be honored by the Federation.   • Topic: Demystifying Recycling
  • Speaker: Pamela Gratton, Recycling Manager, Fairfax County DPWES
  • Recycling is an effective and easy way to help protect the local environment. Pamela Gratton, Recycling Manager with the Fairfax County Department of Public Works and Environmental Services, will speak on recycling practices in the northern Virginia region. The presentation will focus on the different types of materials that can be recycled and what really happens to them on their journey to becoming new products. The discussion will address the details of the individual characteristics and physical properties of recyclables and what actually makes them recyclable. The lifecycle of a recyclable will also be addressed so that residents can make informed decisions about what, and what not, to place in the recycling bin.

• Common Interest Community Board (CICB) Ombudsman Regulations on Association Complaint Procedures - Public Comment Period through 3/18/2011
  • A draft of the proposed Ombudsman Regulations has been approved by the Governor and posted for public comment. The public comment period began on January 17 and will be open through March 18, 2011. A public hearing will be held in Richmond on March 3, 2011.
  • Very important aspects of the proposed regulations are the requirements regarding the Association Complaint Process, through which citizens can file complaints against HOAs and Condo Associations. These regulations will likely take effect in Spring of Summer 2011, after which associations will have 90 days within which to adopt written complaint procedures that comply with the regulations.
  • The proposed rule states that if an HOA or Condo Association has adopted a process for handling written complaints (and has filed it with the CICB), then the Office of the Ombudsman will not accept any complaint from a homeowner unless a final adverse decision has been issued by an association. If no written complaint procedures are adopted, the Office of the Ombudsman will continue to review all complaints against an association.
  • Residents living in HOAs and Condo Associations are encouraged to review the proposed regulations so that Associations will be prepared to comply once the regulations take effect, and can comment on the proposed rule if they want their views considered.

     • Location: Fair Oaks Hospital campus
       INOVA filed zoning applications to implement the new development at the Fair Oaks Hospital campus that was the subject of the APR nomination approved in February 2010.
       Attached is a summary of the pending applications and Sheet 2 of the development plan identifying the locations for future development. The narrative is fairly detailed (and perhaps not much of a "summary") but fully describes the components of the request, in terms of use, timing, etc.
