12/16/2020 18:58:22 PM from Jim Neighbors to Everyone: Yes 12/16/2020 18:59:23 PM from Jim Neighbors to Everyone: We can hear Tom. 12/16/2020 19:01:41 PM from Jim Neighbors to Everyone: We can hear Jim H. 12/16/2020 19:01:49 PM from Jim Neighbors to Everyone: I can hear Tom. 12/16/2020 19:02:09 PM from Jim Neighbors to Everyone: OK 12/16/2020 19:03:34 PM from lewis.grimm to Everyone: Jeff = Tom is coming through to most if not all of us except for you. Try changing your audio connection option 12/16/2020 19:04:05 PM from Jim to Everyone: Jeff your audio is terrible but we can hear Tom 12/16/2020 19:04:55 PM from Jim to Everyone: Jeff whatever you are doing has feedback 12/16/2020 19:06:25 PM from Jim Neighbors to Everyone: Yes 12/16/2020 19:23:00 PM from Jeffrey Parnes to Coleen (privately): Coleen, what communiuty are you representing, and your full name and email address? THx, Jeff 12/16/2020 19:24:49 PM from Coleen to Jeffrey Parnes (privately): I live in Heritage Crossing near a lot of the route 28 construction. Coleen Crossan and my email is cacrossan@verizon.net 12/16/2020 19:25:32 PM from Jeffrey Parnes to Coleen (privately): Thanks! 12/16/2020 19:33:41 PM from Jim Neighbors to Jeffrey Parnes (privately): Please mute Fred V. 12/16/2020 19:33:47 PM from jwjoh to Everyone: Route 28 Bypass, Alternative 2B is through an environmentally and historically sensitive area, impacts multiple residences, bisects a Regional Park and the R-C, is uphill from the reservoir, and invades Fairfax County without any pushback from the FFX Co BOS. Why? How is it that Prince William County can have multiple meetings on the topic while Fairfax County has had one over three years ago. To date there have been no meeting in Fairfax County prior to the decision by Prince William County. Why? 12/16/2020 19:35:15 PM from lewis.grimm to Everyone: Related to Route 28 and Route 28 Bypass related projects - who will be responsible for addressing the issue of the improving the existing 4-lane bridge at the FC / PWC line? 12/16/2020 19:35:53 PM from Jim to Everyone: My question is more basic. HOw does the PW BOS have the legal authority to vote on the route through Fx Co? Why was it not advertised to Fx Co folks that the PW BOS would be making the decision and our BOS would sidestep any accountability? 12/16/2020 19:37:24 PM from Jim to Everyone: Is it actually true that the 28 bypass is confined to the existing ROW of Ordway Road? Doesn't the slope of the embankment have to extend into the woods on both sides? Who made the assessment that the existing ROW was sufficient if the road has not been designed? 12/16/2020 19:37:28 PM from jwjoh to Everyone: The current plans for Route 28 Bypass and Braddock Road Improvements (Jug Handle) are not compliant with the current published objectives of the Comprehensive Plan. Specifically, Objective 14, which clearly states: Fairfax County should seek to achieve a harmonious and attractive development pattern which minimizes undesirable visual, auditory, environmental, and other impacts created by potentially incompatible uses. Why? 12/16/2020 19:39:07 PM from Jim to Everyone: But is there a vote by the Fx Co BOS transferring authority to PW? Is there a code provision giving PW extraterritorial authority? 12/16/2020 19:40:37 PM from Sheila Dunheimer to Everyone: Since Rt 28 is going to double it's N/S lanes...from 4-8 each direction. It would stand to reason that the current noise levels would eventually double as well for ALL/ANY development proposals - Albemarle/Buchanan projects currently under consideration by the Planning Commission, as well as ones already approved...Elm St., K. Hovanian Boulevards and Stanley Martin/Stonebrook. The recent Westfields applications have committments from developers to insure interior dB levels. The assumptions for construction and materials utilized will be based on CURRENT noise levels that guarantee factors of certain levels of noise reduction (ie 25% reductions). Is there an incremental factor of current noise levels that should be used for consideration of FUTURE noise impacts associated with each lane addition that developers/Fairfax County Leadership and Staff should be factoring into interior commitment levels so that appropriate construction techniques and materials are chosen NOW? 12/16/2020 19:41:18 PM from Jim to Everyone: Sorry for so many questions. So there will be an impact on parkland, the bypass will have to go wider than the existing ROW of Ordway Rd? Seems obvious, but there have been statements exactly opposite. 12/16/2020 19:42:20 PM from Jim to Everyone: Jeff sorry but your audio is burbling again 12/16/2020 19:43:37 PM from lewis.grimm to Everyone: A general question that applies to both the proposed PWC and LC roadway improvements - Has the FCDOT staff conducted any traffic analysis at the FC line to examine both traffic volumes (today and future) and the origin - destination travel patterns in each of these corridors? 12/16/2020 19:45:05 PM from Sheila Dunheimer to Everyone: OK. Thanks. 12/16/2020 19:46:38 PM from Jim to Everyone: Tom Thanks 12/16/2020 19:46:49 PM from Jim to Everyone: I know it wasnt you saying that 12/16/2020 19:47:37 PM from jwjoh to Everyone: Statements made regarding the Route 28 Bypass included wetland credits. How do you buy "wetland credits"? Wetlands occur naturally and can not be created unnaturally. 12/16/2020 19:47:37 PM from Jehanne Arslan to Everyone: If the Braddock s curve is ‘so dangerous’ why hasn’t a firm truck ban been placed on Braddock and the s crurve speed limits adjusted. 12/16/2020 19:49:09 PM from Sheila Dunheimer to Everyone: Won't the mitigation have to focus on the same watershed being impacted by the development? 12/16/2020 19:49:18 PM from lewis.grimm to Everyone: A couple of transit related qjuestions. What is the FC stance on WMATA proposals for major service reduction beginning summaer 2021? A 30 minute frequency on all Metrorail lines and no rail service on Saturday / Sunday does not seem reasonable 12/16/2020 19:49:32 PM from jwjoh to Everyone: Mitigation leads to distruction of a naturally occuring wetland, which impacts the environment and related species that live in the wetlands. 12/16/2020 19:49:56 PM from Jim to Everyone: What about Loudoun widening Braddock Rd? Supervisor Letourneau has announced in his most recent newsletter that he wants to accelerate widening to the county line, and that has devastating impacts on Fx Co. Is there no coordination between the counties on the negative impacts from continuing to transform Braddock into another Rt. 50? 12/16/2020 19:50:33 PM from lewis.grimm to Everyone: Another transit comment - on the Phase 2 bus service plan, was consideration given to go beyond the NOVA CC campus on Rt. 7 and extend to the Dulles Corner and/or the One Loudoun development cetners? 12/16/2020 19:50:37 PM from Sheila Dunheimer to Everyone: What about future impacts from trucks associated with Luck Stone Quarry? 12/16/2020 19:53:45 PM from jwjoh to Everyone: Luck Stone's own estimates are 250 - 300 more trucks per day. 12/16/2020 19:55:22 PM from Jim to Everyone: PLease read his NOv. 2020 newsletter, last paragraph 12/16/2020 19:56:12 PM from Jim to Everyone: They have done other things before not very smart and not helping us, wouldnt be the first time 12/16/2020 19:56:14 PM from Jeffrey Parnes to Jim (privately): send link to newsltter 12/16/2020 19:57:02 PM from jwjoh to Everyone: COMMENT: Not having something in the Comprehensive Plan (re: Braddock Road expansion in FFX) has not stopped FFX yet from making a change. You all use the Comp Plan and speak out of both sides of your mouths. 12/16/2020 19:57:32 PM from Jim to Everyone: WAs there any update about accelerating VDOT's review of the BRPO truck ban before winter weather? We never heard back 12/16/2020 19:58:38 PM from jwjoh to Everyone: Those who live along Rt 29 and BRPO Road are very concerns. You should look at it. 12/16/2020 19:58:56 PM from Jehanne Arslan to Everyone: Purchases of Off site wetland or stormwater credits don’t address propensity for local flooding. Roadway flooding is already a really big problem in some areas and chewing through increasing amounts of county budget. 12/16/2020 19:59:56 PM from jwjoh to Everyone: Has Supervisor Smith specifically asked you to request CBT expedite the BRPO Rd ban? 12/16/2020 20:02:54 PM from Jim to Everyone: Do you happen to know if VDOT has made any progress with the salt management strategy 12/16/2020 20:04:13 PM from Jim to Everyone: Thank you 12/16/2020 20:04:59 PM from Jehanne Arslan to Everyone: Thank you! 12/16/2020 20:26:11 PM from Sheila Dunheimer to Everyone: Thanks!
