  1. The Sully District Council of Citizen Associations Land Use and Transportation Committee meeting will meet at 7:00 p.m. on 23 July 2014 in the Sully District Governmental Center Front Meeting Room, 4900 Stonecroft Boulevard, Chantilly, VA, 20151. Following the land Use and transportation Committee meeting the SDC Executive committee will meet to plan the remainder of the 2014 meeting schedule, all memebers are welcome to stay. The meeting will be canceled if Fairfax County Schools or after school activities are canceled due to adverse weather the day of the meeting.

    1. 7:00 - Fairfax Forward - Fairfax Center Area Study Phase I
      • Proponent: Kim Rybold, AICP, Fairfax County Department of Planning & Zoning, Planning Division
      • Action: Comprehensive Plan Amendments
      • Location: Sully Portion of the Fairfax Center Area
        At our February meeting Fairfax County Staff presented a progress report on Phase I of the Fairfax Forward study of the Fairfax Center Area.
        Based on Fairfax County staff's internal review schedule for potential plan text changes regarding the Fairfax Center Area, staff would like to present preliminary recommendations prior to going forward with a final staff report. In case there are any questions staff would like to respond prior to making final recommendations. They expect to publish the staff report in either late August or early September.

    2. 7:45 - Proffered Condition Amendment to allow a veterinary clinic at the Colonnade at Union Mill
      • Proponent: Sara V. Mariska, Walsh Colucci Lubeley & Walsh PC, for the Rappaport Companies
      • Action: Proffered Condition Amendment
      • Location: Colonnade at Union Mill
        Proposed Proffered Condition Amendment for the Colonnade at Union Mill would allow a veterinary clinic within the existing shopping center. No exterior improvements of any kind will be proposed. The use is currently prohibited by the proffers so the application would simply request to amend the proffers to allow the use. Not sure why veterinary clinics were proffered out in the first place. If anyone has any recollections about that, let me know.

    3. 8:15 - SE 2014-SU-010 - Arbors of Fairfax
      • Proponent: Lisa M Chiblow, Land Use Planner, McGuireWoods LLP and Sean Ambrose, President, Artisan Land Group, LLC
      • Action: Special Exception for Medical Care Facility
      • Location: 13622 Lee Jackson Memorial Highway, North Side of Route 50 and east of Downs Drive
        The Arbors of Fairfax is a 48 unit assisted living facility that will be dedicated to serving seniors with Alzheimer's and other memory disorders.
        The facility will be developed by CSH Artisan Fairfax, LLC and operated by the Arbor Company. The building has been designed as a one story-structure with an arts and crafts architectural design to fit into the fabric of the surrounding community. The property is bounded on the north and east by residential properties and by commercial properties to the west and south.
        The project is scheduled to be heard before the Planning Commission on 17 September 2014.
      • Subsequent to the June 25 Sully District Council meeting, we have been working diligently to address our neighbor’s concern regarding traffic moving through the adjacent residential neighborhood. We have run to ground the suggested alternative access alignments proposed at that meeting, but have been unable to find any that could be approved by VDOT. Recognizing that a majority of the traffic to and from the site is from employees and contractors, we drafted the below Special Exception condition, which requires creation of an access management plan. The condition requires employee education and contract provisions to ensure that no employees or contractors are driving through the adjacent neighborhood. Additionally, we will provide on-site signage directing those exiting the site to turn left (directly toward Route 50). We believe the condition will greatly limit most traffic from entering the neighborhood.
          Access Management Plan.
        • Prior to obtaining a Non-Residential Use Permit, the Applicant shall create an access management plan and submit the same to the Department of Planning and Zoning and the Fairfax County Department of Transportation for review. The access management plan shall include the following elements:
        • Employee orientation materials shall include provisions requiring that all employees driving to and from the Property shall not access the Property through the adjacent residential neighborhood (Downs Drive, Birch Drive, and Chantilly Drive).
        • All contracts with service providers shall include a provision, to the extent permissible by applicable law, that prohibits service providers from accessing the Property through the adjacent residential neighborhood (Downs Drive, Birch Drive, and Chantilly Road).
        • On-site signs shall be posted directing everyone exiting the site to turn left onto Downs Drive.
        • A point of contact, including a phone number and email address, for issues related to the access management plan.
      • The Applicant shall also request that the Fairfax County Department of Transportation and Virginia Department of Transportation erect signs on Downs Drive and Chantilly Road prohibiting truck traffic through the adjacent residential neighborhood.
