The Sully District Council Land Use and Transportation Committee Meeting will meet at 7:00 p.m. on 23 October 2013 in the Sully District Governmental Center Front Meeting Room, 4900 Stonecroft Boulevard, Chantilly, VA, 20151. The meeting will be canceled if Fairfax County Schools or after school activities are canceled due to adverse weather the day of the meeting.

    1. 8:30 - New 130 foot lattice tower at NOVEC
      • Proponent: Frank Stearns, Donohue & Stearns, PLC, for Verizon Wireless and Milestone Communications
      • Action: Proposed is a new 130 foot lattice tower requiring the amendment of NOVEC's Special Exception and VA. Code 15.2-2232 approval
      • Location: 15001 Lee Highway, Tax Map 64-2-003-26A, NOVEC substation consisting of 2.7 acres zoned R-C & WSPOD
        An application on Verizon Wireless and Milestone Communications behalf has been filed with Fairfax County for the NOVEC substation 15001 Lee Highway Centreville, Va.20121 for a 130-foot Lattice Tower with a 60ft x 60ft compound for equipment at the base.
        Verizon Wireless' equipment would be located at the top but there would room for four other collocators. No employees or customers would be located in the unmanned cellular base station.

    2. 9:00 - Ad Fontes Academy at the Centreville Presbyterian Church
      • Proponent: John Rinaldi, land planning manager, associate, for the Christopher Companies
      • Action: Increase in the enrollment for the private school of general education from 150 students to 300 students. The application will be an amendment of the previously approved SPA in 2012 (SPA 99-Y-065-02).
      • Location: North side of Lee Highway (Route 29), east of Bull Run Post Office Road and west of Pleasant Valley Road
        The Subject Property is comprised of approximately 20.4 acres and the current zoning of the property according to jurisdictional records is Residential Conservation R-C. Based on the Fairfax County Comprehensive Plan, the Subject property is located in Area III of the Bull Run Planning District, within the Stone Bridge Community Planning Sector.
        The Subject Property is currently developed as Centreville Presbyterian Church (CPC), which operates as an existing place of worship and a private school of general education. Phase I of the approved building development and Phase II of the approved parking development is current for the Subject Property. The private school of general education is operated by Ad Fontes Academy, a non-profit Christian school at the Church. While the Church has been the subject of previous land use approvals by the Fairfax County Board of Zoning Appeals, the most recent approval was on June 6, 2012 for Special Permit Amendment SPA 99-Y-065-02 to permit a private school of general education. This current approval permits either a child care center or a private school of general education for students from grades K through 12 and with a maximum enrollment of 150 students. It is important to note that the current approval is for both of these uses, but the uses must not be operated concurrently. Currently, the applicant is only using the private school option, not the child care center.
        The Applicant is requesting approval for an increase in the enrollment for the private school of general education from 150 students to 300 students. The application will be an amendment of the previously approved SPA in 2012 (SPA 99-Y-065-02). The increase in students for the private school of education will be accommodated through existing classroom space in the existing Church building on the property (Phase I of the approved building development for CPC) and through the addition of two new proposed temporary modular units toward the rear of the property. It is anticipated that the proposed modular units will exist on the property for the private school of education for a duration of up to 8 years.
        The only “physical changes” to the property with this application will be the proposed modular units which will be constructed completely within the previously approved “impervious” parking lot area (Phase IV) for the CPC (per SPA 99-Y-065-02). Since the limits of construction for the modular will not extend beyond this previously approved impervious area, there will be no changes to the most recently approved SPA 99-Y-065-02 with regard to tree canopy, open space, undisturbed area, storm water management/best management practices and outfall.

      • Proponent: Susan Yantis and Frank McDermott, Hunton & Williams LLP
      • Action: Development of 26,400 square feet of child care center, service station with quick service food store, drive-in bank, and fast food restaurant
      • Location: Dulles Discovery South retail (approximately 6.36 acres located between Air & Space Museum Parkway, Historic Sully Way and Route 28)
        Dulles Discovery South has filed Proffered Condition Amendment PCA 2003-SU-035-2/Conceptual Development Plan Amendment CDPA 2003-SU-035/Final Development Plan Amendment FDPA 2003-SU-035-01-2 to amend the approved proffers and associated CDP/FDP to permit development of 26,400 square feet of child care center, service station with quick service food store, drive-in bank, and fast food restaurant on the property known as Dulles Discovery South (“DDS”) Retail, in lieu of the entitled 64,000 square feet of office, storefront retail (including in-line fast food), and restaurant. The DDS Retail land bay is located between Air & Space Museum Parkway, Historic Sully Way and Route 28 and consists of approximately 6.36 acres. A companion Special Exception SE 2013-SU-017 application was also filed on a 1.7-acre portion of the DDS Retail property to permit the fast food restaurant to be a freestanding structure. The applications have been accepted and the Planning Commission public hearing is scheduled for February 19th. Joe Gorney is the Staff Coordinator.
