1. The Joint Sully District Land Use and Transportation Committee (JSDLU&TC) will meet at 7:00 p.m. on 15 June 2026 in person at the Sully Governmental Facility and online. This meeting is conducted with participation by members of both the Land Use and Transportation committees of the SDCCA and WFCCA

8. The JSDLU&TC will meet online only on Monday, 15 June 2026.
   
   • In light of an amendment to the Code of Virginia, the county has provided us with a statement be to read when our land use committee meets with a prospective applicant for a rezoning or proffer condition amendment (PCA) for new residential development and/or new residential use in areas of the County that are not exempt from Virginia Code Section 15.2-2303.4. It is recommended that if our committee is meeting with more than one applicant to read this statement for each rezoning/PCA.
   • All times estimates are provided as a courtesy, presentations will start after the completion of the proceeding presentation, however long it takes. Recommend that presenters be ready at least 30 minutes prior to their scheduled time.
   • Prospective presenters are requested to register on the Land Use and Transportation Committee Presentation Registration Form as a condition of their presentation.

   1. 7:00 — Plan Amendment SSPA 2023-III-5UP (Lincoln Park)
   • On April 11, 2023, the Fairfax County Board of Supervisors (“Board”) authorized Site-Specific Plan Amendment SSPA 2023-III-5UP for Tax Map Parcels 24-4 ((1)) 6E and 6F as a Tier 2 Priority. On November 19, 2024, the Board expanded the study area to also include Tax Map Parcels 24-4 ((1)) 6D3, 6D5, and 6D6, resulting in a total study area of approximately 26.88 acres located southwest of the intersection of McLearen Road and Centreville Road within the Dulles Suburban Center. This Plan amendment considers adding an option for residential use at a density up to 18 dwelling units per acre (du/ac) as an alternative to the existing and planned office uses.
   • The Plan amendment is being reviewed with two rezoning applications. Rezoning application RZ-2023-SU-00007 proposes to rezone Tax Map Parcels 24-4 ((1)) 6E and 6F, totaling approximately 10.08 acres, from the I-5 (General Industrial) District to the PDH-20 (Planned Development Housing, 20 du/ac) District. Rezoning application RZ-2025-SU-00024 proposes to rezone Tax Map Parcel 24-4 ((1)) 6D3, comprising approximately 5.45 acres, from the I-5 District to the PDH-20 District. Collectively, the two rezonings encompass approximately 15.53 acres and propose up to 281 dwelling units, resulting in an overall density of approximately 18 du/ac. The proposed residential development would replace existing office structures.
   • Fairfax County planning staff recommends updating the Comprehensive Plan to allow up to 483 residential units on roughly 26.9 acres in the Lincoln Park area of the Sully District. The site, located near McLearen and Centreville roads, is currently zoned for campus-style office use, which developers indicate is no longer viabl

10. Items of General Interest:
    • Regional Drought Watch Declared
    • The Metropolitan Washington Council of Governments has issued a Drought Watch for Fairfax County and six million residents across the District of Columbia, suburban Maryland, and Northern Virginia. Unusually dry conditions are expected to continue despite recent rainfall.
    • Officials stress that while there is currently an adequate supply of water in the Potomac River and backup reservoirs, residents and businesses are encouraged to practice wise water use by taking simple, voluntary steps to reduce water use and help protect the region’s water resources if dry conditions persist.
    • Here are some simple tips residents can use to limit indoor and outdoor water use:
      • Indoors:
      • Reduce shower length to under 5 minutes
      • Turn off water while brushing your teeth/shaving
      • Wash only full loads of dishes and clothes
      • Fix any plumbing leaks – especially toilets and faucets
      • Outdoors:
      • Monitor watering lawns, plants, and shrubs
      • Sweep sidewalks and driveways (instead of using a hose)
      • Avoid washing your car or instead use a commercial car wash that recycles water

• The Civil War at Sully - Saturday, June 27, 1 pm - 2 pm
Discover more about the turbulent history and importance of Sully and Fairfax County during the Civil War.
