   • Planning Commission Actions as reported by At-Large Planning Commissioner Jim Hart:
   • On 21 September the PC held its public hearing on the K. Hovnanian case [townhouses/condos behind the Harris Teeter on 50] (See the Joint committee's July minutes for the discussion on the matter). Ten speakers opposed, bigger crowd in the audience. PC decision deferred until next week. The proponent provided a revised set of proffers in response to the hearing.
   • In addition, the PC public hearing on the telecommunications amendment was deferred. The FCC is releasing something next week which may affect the wording, so we have to wait for that. New date I believe will be 10-18.

   • At-Large Planning Commissioner Jim Hart thought this article was interesting. Our committee has had this discussion also.
   • Usually the Planning Commission lets the developer build whatever tiny garages they propose, but require a disclosure of the narrow dimension, so the purchasers don't get surprised later. On this one they instead proffered to a dimension, and now they say they can't do it.
   • He tends to agree that the narrow garages are somewhat nonfunctional. In a parking space you can swing the door over the painted stripe. In a narrow garage the car door hits the wall. It can be challenging to get in and out of the car for some folks.

• Find out about plans to widen Fairfax County Parkway (Route 286) from four to six lanes between Route 29 (Lee Highway) and Route 123 (Ox Road). The proposed project design also includes an interchange at Popes Head Road and the future Shirley Gate Road extension, improvements to the existing trail in the Fairfax County Parkway right of way and construction of a new shared-use path to make the trail continuous within the project limits.
• Stop by between 6:30 p.m. and 8:30 p.m. to view displays and learn more about the project and its preliminary design, including Popes Head Road interchange options under consideration. VDOT will hold a presentation beginning at 7 p.m. Project staff will be available to answer your questions.

• Wheelock to Discuss Redevelopment Plans for Hidden Creek Country Club
  • Wheelock Communities, the owner of Hidden Creek Country Club, will discuss its future plans for Hidden Creek Country Club, one of two golf courses in Reston that could be slated for redevelopment.
  • After a series of focus group meetings with community stakeholders, the company, which has contemplated adding a residential component to the golf course since it purchased the property last year, plans to create a 100-acre “grand park” open to the public. The plan also includes a residential component, which could include a mix of housing types and housing for seniors and generate between $300,000 and $500,000 in yearly Reston Association dues.
  • The company has not submitted official development plans or a rezoning application to the county. Reston’s Master Plan states the golf course is designed for private recreational open space and an RA resolution commits to ensure Reston is a two-golf course community.
  • A zoning ordinance change would be required for the project to move forward, if proposed. At a focus group meeting last month, the company said it could build between 500 and 2,000 housing units on the property. Its partner company, Wheelock Street Capital, purchased Charter Oak Apartments, which is next to the golf course. 
  • A recreational village in the grand park would "accommodate people's pursuit of physical betterment", according to presentation materials submitted to RA. A representative of Wheelock will provide an update about development plans to Reston Association’s Board of Directors on Thursday (Sept. 27). The recreational village would serve as a "modern sports and fitness center of excellence."

• Bike Your Park Day - Inaugural Gerry Connolly Cross County Trail Ride with Bike Fairfax
• The Fairfax County Park Authority and Bike Fairfax are hosting the Inaugural Gerry Connolly Cross County Trail bike ride on Bike Your Park Day, Saturday, Sept. 29, 2018. Fairfax County officials will be on hand to kick off the ride at the Audrey Moore RECenter at 10 a.m. The six-mile ride will then loop to Accotink Park and back.

• Fairfax County & Franconia-Springfield Parkways Alternatives Analysis and Long Term Planning Study Public Information Meetings
• The Fairfax County Department of Transportation (FCDOT) will hold two public information meetings on the Fairfax County & Franconia-Springfield Parkways Alternatives Analysis and Long Term Planning Study to seek input on future corridor enhancements for the Parkways, based on residents' personal experiences and desires for multimodal access, connectivity, and overall operations.

• Thursday, Oct. 11, 2018, at Sangster Elementary School, 7420 Reservation Drive, Springfield
• The meetings will begin with a presentation at 7 p.m., followed by a question and answer period at 7:30 p.m., and time for public input activities at 8 p.m. Both meetings contain the same agenda and format to allow for more community participation along the corridor.
• zMOD - Fairfax County Zoning Ordinance Modernization Project
• In 2017, Fairfax County launched a major initiative to modernize its Zoning Ordinance that was first established 40 years ago. Dubbed "zMOD", the effort will help the County carry out its strategic plan to grow and diversify its economy. The modernization plan was presented on Tuesday, March 28, 2017 at the Fairfax County Board of Supervisors' Development Process Committee.
• "We want to be sure that our ordinance is forward thinking in terms of being able to accommodate uses that we don't know about today that will be here in the future," said Barbara Byron, Director of the Office of Community Revitalization, who will lead the project in collaboration with the Department of Planning and Zoning. zMOD will work in tandem with the County's existing process for amending its zoning laws by prioritizing proposed changes of county-wide significance.
• Attend Public Meetings in October 2018: Fairfax County will hold two public meetings in October to present the framework of the structure of the new Zoning Ordinance along with proposed revisions to industrial use zoning regulations. The meetings will be held on:

9. The next meeting of the Sully District Council membership will start at 7 pm on 24 October 2018.
• Topic - scheduled to be the 10th CD meet and greet in coordination with the League of Woman Voters of the Fairfax Area (and other groups).
• Although Democratic candidate Jennifer Wexton agreed to participate, no such commitment was forthcoming from the republican incumbent, Barbara Comstock, and so the 10th CD meet and greet as been canceled.
• The board will select a replacement topic.


10. The Joint Sully Land Use and Transportation Committee will meet at 7PM on the third Wednesday, 17 October. The meeting will be held at the Virginia Run Recreation Center, address 15355 Wetherburn Ct., Centreville, VA 20120.
