• In light of an amendment to the Code of Virginia, the county has provided us with a statement be to read when our land use committee meets with a prospective applicant for a rezoning or proffer condition amendment (PCA) for new residential development and/or new residential use in areas of the County that are not exempt from Virginia Code Section 15.2-2303.4. It is recommended that if our committee is meeting with more than one applicant to read this statement for each rezoning/PCA.
• All times estimates are provided as a courtesy, presentations will start after the completion of the proceeding presentation, however long it takes. Recommend that presenters be ready at least 30 minutes prior to their scheduled time.

     • Proposal: A PCA application to amend the currently approved plan which shows two office buildings to allow another option of two data centers. Our Planning Commission date is Sept. 29.

   • The following items have changed since their June presentation.
     • They have revised their plan for the Parkstone property data centers.
     • Although nothing has changed in terms of the buildings, they did receive late notice from NOVEC that the only way to service the data centers was through boxes in a corner of the buffer area to Braddock Road. They have limited the area as much as possible and a hefty buffer still remains. The area will contain approximately 8 boxes that are about 4 feet tall as shown on the attached picture. It is not a substation or anything large such as that.
     • As was requested, they have confirmed that they are maintaining the trail connection from the existing trail on Braddock to the property.
2. 7:30 — Westfields 4700 Centreville PCA/RZ to extend the Westone Plaza Shopping Center with the development of a one-story commercial building

The request involves rezoning the site area from C-6, I-3, and R-1 to the C-6 District. While the Applicant proposes flexibility to address market demand, the contemplated use of the building is a veterinary hospital within 3,200 square feet of gross floor area.
  • Location: At the northwest quadrant of the intersection of Sully Road and the Poplar Tree Road extension. Site access will be via the Westone Plaza Shopping Center.

• Earlier this year, 4700 Centreville LLC (the "Applicant") submitted a PCA/RZ application to extend the Westone Plaza Shopping Center. They are still relatively early in the review process, with a scheduled Planning Commission public hearing on March 9, 2022. However, they wanted to reach out to see if there might be some availability in either the Sully District County Land Use and Transportation Committee's November or December agenda so they might present this as an informational item?

  • Proposal: K. Hovnanian at Galley Park at Westfields, LLC (the “Applicant”) proposes to build a residential community to frame a key entrance to Westfields while contributing to the overall mixed-use vision. The currently undeveloped property is known as “Northridge” and is 11.3 acres located at the northwest corner of Stonecroft Boulevard and Northridge Drive in Westfields.
    This Rezoning application will introduce meaningful residential while defining a key entrance into Westfields, creating an appropriate transition from Westfields High School to the north and more established office environment south of the site. Both the current owner of the Property and the Applicant have been supporting the efforts of the County, the Westfields Business Owners Association (WBOA), and the community to develop the appropriate vision for Westfields. Now that the vision has coalesced with the Plan Amendment (PA 2018-III-DS1) and has been formally adopted by the Board of Supervisors as “Land Unit J”, the Applicant is eager to move forward and implement that vision with this Rezoning.
    The Applicant is proposing to achieve this by anchoring one of the last undeveloped parcels in Westfields with a community that provides homeownership opportunities with “2 over 2” multi-family units (approximately 154 units total) at a density of .5 FAR (up to a .60 FAR with provision of WDUs/ADUs), all consistent with the goals identified in the Plan Amendment. This community is also uniquely situated to capitalize on the proximity to Westfields High School by creating a defined entrance to Westfields with significant landscape buffering and trails to link it to the larger community.
